2024年CCN学术委员会工作会议在沪顺利召开
2024年6月15日，留学中国预科教育联盟在上海市徐汇区腾飞大厦成功举办CCN学委会工作会议——IFP2.0方案评审会。此次会议旨在评审2024-2025学年CCN国际预科项目（IFP2.0）的培养方案与教学大纲。会议由联盟秘书长沃国成女士主持，联盟会长、学委会领导与委员二十余人出席了本次会议。中国-东盟教育交流周组委会执行秘书长、“一带一路”人才培养校企联盟理事长刘宝利先生作为特邀嘉宾出席会议。
On June 15, 2024 CCN Academic Committee Meeting - IFP2.0 Framework & Syllabuses Review has been successfully held at Tengfei Building in Xuhui District, Shanghai. The meeting aimed to review the framework and syllabuses of the 2024-2025 CCN International Foundation Program (IFP2.0). The meeting was hosted by CCN Secretary-General, Ms. Wo Guocheng, and attended by over 20 leaders and members of CCN Academic Committee. Special guest Mr. Liu Baoli, Executive Secretary-General of the China-ASEAN Education Exchange Week Organizing Committee and Chairman of the Belt and Road Talent Development University-Enterprises Alliance, was also present.
会议伊始，留学中国预科教育联盟会长于书诚先生致辞。他首先对与会的各位领导、委员和专家表示热烈欢迎；并回顾了联盟自2016年成立以来取得的显著成就，特别强调了联盟在预科教育领域的持续努力与创新。他指出随着国家实施“来华留学本科统一学业水平测试”的最新政策（以下简称“统考新政策”），联盟将面临新的挑战与机遇。统考新政策旨在提高来华留学生的入学门槛和教育质量，为此，联盟必须坚持高标准，通过不断创新和优化，确保CCN国际预科项目在统考新政策环境下继续保持高质量和竞争力。于会长还提出了统考新政策下联盟该如何建设与发展的重要问题，并强调指出联盟各成员大学应共同努力，齐心协力、积极应对统考新政策，以持续保持CCN联盟的先发优势。 The meeting began with a speech by Mr. Yu Shucheng, President of China Campus Network. He warmly welcomed all the leaders, committee members, and experts attending the meeting. He reviewed CCN’s significant achievements since its establishment in 2016, emphasizing the continuous efforts and innovations in the field of foundation education. Mr. Yu pointed out that with the implementation of the "Unified Academic Proficiency Tests for New Undergraduate Students Studying in China " (hereinafter referred to as the "New Policy of National Entrance Exam, NEE"), CCN will face new challenges and opportunities. The new policy aims to raise the entry threshold and education quality for international students studying in China. Therefore, CCN must maintain high standards, continuously innovate and optimize, ensuring that the CCN International Foundation Program(IFP) continues to maintain high quality and competitiveness under the new policy. He also raised important questions about how CCN should build and develop under the new policy, emphasizing that member universities should work together and actively respond to the new policy to maintain the CCN's leading advantage. 紧接着，CCN学术委员会主任、天津城建大学副校长陈志华教授发表讲话。他强调指出学术委员会在联盟中的关键作用，特别是在制定和审核学术质量保障体系，评审学术项目、评估教学质量，建立和完善考试评估体系等方面的重要工作职能，以及学委会通过关键工作职能整合联盟所有教学、管理和考评方面的优质资源，为联盟的整体教育水平的提升奠定了坚实基础。他详细阐述了CCN学术质量保障体系（QA）的科学性与严谨性，并指出标准化建设是保障教育质量的基石。他强调在统考新政策背景下，联盟必须坚持标准化建设、在保持高标准的基础上，积极应对统考新政策带来的变化，不断优化和创新教学和管理模式，确保联盟在未来继续保持竞争优势和教育质量的领先地位。他呼吁并鼓励所有成员大学在新形势下抓住机遇，迎接挑战，共同推动联盟的发展迈向新的高度。 Next, Professor Chen Zhihua, Vice President of Tianjin Chengjian University and Chairman of the CCN Academic Committee, delivered a speech. He emphasized the key role of the Academic Committee for CCN, particularly in formulating and reviewing academic quality assurance systems, evaluating academic projects, assessing teaching quality, and establishing and improving examination evaluation systems. Professor Chen highlighted that these functions have integrated the best resources in teaching, management, and evaluation across CCN, laying a solid foundation for improving the overall educational level. He elaborated on the scientific and rigorous nature of the CCN academic quality assurance system (QA), pointing out that standardized construction is the cornerstone of ensuring educational quality. Under the new policy, CCN must maintain standardized construction, respond actively to changes, and continuously optimize and innovate teaching and management models to ensure future competitiveness and educational leadership. He called on all members to seize opportunities and meet challenges in the new situation, jointly promoting CCN to new heights. 随后，留学中国预科教育联盟副秘书长、学委会副主任杨静思女士详细介绍了国家统考新政策背景下CCN国际预科项目IFP2.0方案-2024-2025学年CCN国际预科项目培养方案。她在总结秘书处关于来华留学国家统考新政策的最新调研结果的基础上，详细阐述了对标统考、提高标准，增加学时、加大强度，创新教学组织方式、加强服务科目教学，坚持能力培养、追求高分高能，分阶段教学、增加备考模块，进一步强化QA，向管理要效率等六大项目优化方向。她强调，尽管统考新政策的具体细节尚未完全明确，但联盟将积极优化课程结构、创新教学方法，以确保IFP学生能够在新环境下取得成功。IFP毕业成绩以往一直是CCN联盟成员大学共同认可的内部标准，国家实施统考新政策的背景下，建议将国家统考成绩这一外部标准纳入CCN国际预科教育体系，与IFP毕业成绩共同作为IFP学生进入联盟成员大学的录取及奖学金评定的学术标准。 Following that, Ms. Yang Jingsi, Deputy Secretary-General of CCN and Deputy Chairman of the Academic Committee, provided a detailed introduction to the Framework for the 2024-2025 CCN International Foundation Program (IFP2.0) under the new policy background. She summarized the latest research results on the new policy and elaborated on six optimization directions: aligning with the national entrance exam and raising standards, increasing hours and intensity, innovating teaching organization methods and strengthening Chinese for subject serves subject teaching, maintaining ability cultivation and striving for outstanding performance, phased teaching and adding exam preparation modules, and further strengthening QA to improve management efficiency. She emphasized that although the specific details of the new policy are not yet fully clear, CCN will actively optimize course structures and innovate teaching methods to ensure IFP students' success in the new environment. Historically, IFP results have been recognized as an internal standard by CCN member universities. With the implementation of the new NEE policy, it is recommended to incorporate the NEE scores as an external standard into the CCN International Foundation System, alongside IFP results, to serve as academic standards for admission and scholarship evaluation for IFP students entering CCN member universities. 在IFP2.0培养方案确定的调整原则与优化方向框架下，联盟学术管理中心学术管理总监曹书阳与教学管理总监高原详细陈述了IFP2.0-学术汉语教学大纲的调整。高原老师从基础汉语的角度出发，指出新的学术汉语教学大纲将增加基础汉语的学时，并强调听、说、读、写的全面训练，以帮助学生更好地掌握汉语基础知识和语言技能，并通过强化训练提高学生的综合语言能力。曹书阳老师则从专业汉语的角度介绍了教学大纲的调整。她强调，专业汉语教学将通过创新课程结构与教学组织方式，既包含大类对应的科技汉语课，又包含精准对应的数理化专业汉语先导课，以帮助学生掌握对应基础知识课程的专业词汇和表达式，通过专业汉语教师与基础知识科目教师的双师教学模式，确保学生在进入基础知识科目教学之前已解决语言障碍问题，同时在基础知识科目教学中实际应用专业汉语，培养学生用汉语进行学术交流和问题解决的能力。 Under the determined adjustment principles and optimization directions of the IFP2.0 framework, Ms. Cao Shuyang, CCN Academic Management Director, and Ms. Gao Yuan, CCN Teaching Management Director, detailed the adjustments to the IFP2.0 syllabus of Chinese for Academic Purposes. Ms. Gao emphasized the importance of increasing academic hours for General Chinese, with a comprehensive approach to listening, speaking, reading, and writing to enhance students' Chinese language skills. Ms. Cao highlighted adjustments from Chinese for Subject Purposes perspective, focusing on integrating Chinese for Subject Purposes as Chinese for Math, Chinese for Physics and Chinese for Chemistry as precursor courses for subject courses like Math, Physics, and Chemistry. This dual-teacher model ensures students overcome language barriers before engaging in subjects learning, thereby enhancing their academic exchange and problem-solving abilities in Chinese. IFP研发与教学专家、天津大学国际教育学院殷悦老师介绍了IFP2.0方案中的一大特色--面试口语课程与教学实践。她强调指出面试口语模块体现了CCN国际预科在培养目标上对于学生包括口语在内的、强调输出能力方面的追求，旨在提升IFP学生的综合口语能力，使他们能够从容应对CCN大学入学面试及未来学位阶段的学习和生活，提高面试通过率和学位学习阶段的竞争力。课程内容涵盖关于自己、关于中国、关于专业和关于未来等四大核心模块，采用翻转课堂模式，帮助学生全面提升语言表达能力以及面试所需的各项能力。 IFP development and teaching expert, Ms. Yin Yue from Tianjin University, introduced a unique feature of the IFP2.0 framework and syllabuses -Spoken Chinese for University Interview and its teaching practice. She emphasized that Spoken Chinese module for University Interview reflects the CCN IFP's pursuit of output abilities, including oral skills. The course aims to enhance students' comprehensive oral abilities, preparing them for university interviews and future academic stages, thereby increasing their competitiveness. IFP数学科目教学专家、天津大学国际教育学院邓云老师介绍了IFP2.0数学教学大纲的优化方案，在系统总结提高标准、双师教学、分班层分阶段、全面考评高分高能等IFP数学教学大纲四大关键优化要点的基础上，重点阐述了CCN IFP数学双师教学模式的设计原理、教学条件与优势，以及教学实施的原则与标准步骤。他表示，IFP2.0数学的优化方案，强调专业汉语精准服务数学科目教学，在提高教学效率的同时，有效提升IFP学生数学知识和能力，为他们未来学位阶段的学术成功奠定坚实的基础。 IFP math subject teaching expert, Mr. Deng Yun from Tianjin University, presented the optimized IFP2.0 math syllabus. He outlined four key optimization points: raising standards, dual-teacher teaching, stratified and phased teaching, and comprehensive evaluations. He focused on the dual-teacher teaching model's principles, conditions, advantages, and implementation standards, emphasizing the model's role in enhancing teaching efficiency and students' math knowledge and skills. 1．领导致辞 Leadership Speeches

下午，会议进入评审环节。各位学术委员积极讨论，对IFP2.0方案提出了宝贵的反馈和建议。广西师范大学李冬梅委员强调指出标准化的重要性，建议CCN联盟在国家标准的指导下继续坚持CCN国际预科的高标准。对外经济贸易大学杜培源委员建议预科教育应实施国别化发展策略，根据不同国家具体情况调整预科课程设置，并在海外探索与当地教育体系进行融合的预科发展路径。天津大学李锵委员结合天津大学在国家CSC公费奖学金生预科和CCN自费预科的双重教育实践经验，表达了对于国家统考新政策下提高预科教育标准的必要性以及对于高标准下成功开展高强度预科教育实践的信心。西北工业大学李自伟委员强调指出联盟应该密切关注国家在预科教育标准与统考政策方面的进展，保证CCN国际预科项目能够始终跟随国家政策，与国家政策保持一致。江苏大学吴鹏委员在认同并支持IFP2.0增加学时、提高标准的基础上，强调指出CCN国际预科中心应做好包括学生心理辅导在内的全方位学习支持准备，以确保高标准、高强度下预科项目的顺利落地。西安石油大学秦璟委员在认同根据学生的知识基础和学习能力进行分班分层、因材施教的基础上，建议IFP2.0方案中对于分班分层教学策略实施中的一些具体表述可以更加明确细化，同时保持一定的灵活性，以便于预科中心根据实际情况进行实践与落实。上海政法学院欧阳美和委员、南京农业大学石松委员、兰州理工大学刘永平委员也都给出了各自的反馈与建议。委员们积极地讨论和建设性的意见与建议为IFP2.0方案的进一步优化提供了重要的指导与参考。 随后，委员们进行了评审投票，一致通过了IFP2.0方案，并决议会后根据委员们的评审建议进一步完善培养方案与教学大纲，以确保方案在统考新政策环境下的有效性和竞争力。 In the afternoon, the meeting entered the review phase. Academic Committee members actively discussed and provided valuable feedback and suggestions on the IFP2.0 framework and syllabuses. Committee members emphasized various aspects, such as standardization, national guideline alignment, differentiated course adjustments, and comprehensive student support. Their constructive discussions and feedback provided important guidance for further optimizing the IFP2.0 framework and syllabuses Subsequently, the committee conducted a review vote and unanimously approved the IFP2.0 framework. The final resolution will incorporate the suggestions to further refine the IFP2.0 framework and syllabuses, ensuring the IFP2.0's effectiveness and competitiveness under the new policy environment. 3．学委会评审与表决环节 Committee Review and Voting
评审结束后，中国-东盟教育交流周组委会执行秘书长、“一带一路”人才培养校企联盟理事长刘宝利先生致闭幕辞。他对联盟在预科教育领域的努力和创新表示高度赞赏，并鼓励联盟在新形势下要继续保持先发优势，共同推动预科教育的发展。他指出，预科教育是来华留学教育的重要基础，通过高质量的预科教育，帮助学生适应中国的教育体系，提升他们的学术能力和综合素质是非常重要的。他期待联盟在未来能够继续秉持“质量为先”的原则，不断创新和优化，推动预科教育的高质量发展。 After the review and voting, Mr. Liu Baoli, Executive Secretary-General of the China-ASEAN Education Exchange Week Organizing Committee and Chairman of the Belt and Road Talent Development University-Enterprises Alliance, delivered the closing remarks.
