2025年12月20日，留学中国预科教育联盟（CCN）"预科与出海：共建生态、共赢未来"主题年会在上海圆满落幕。本次年会汇聚了近30所联盟成员高校、海外合作院校领导与专家、企业及预科毕业生代表共120余人，共话CCN全球预科教育生态建设，并见证了第二批海外预科中心授牌、G9精英项目启航等一系列重要成果，标志着留学中国预科教育"走出去"战略进入全新的发展阶段。
Shanghai, December 20, 2025 – The China Campus Network (CCN) Annual Conference under the theme "Foundation Education & Going Global: Shared Ecosystem, Shared Future" concluded successfully in Shanghai. The conference brought together over 120 participants, including leaders and experts from nearly 30 CCN member universities, overseas partner institutions, enterprises, and CCN International Foundation Program graduates. Together, they discussed the construction of CCN's global foundation education ecosystem and witnessed the launch of several key initiatives, including the accreditation of the second batch of CCN Overseas Foundation Centers and the inauguration of the G9 Elite Project. These milestones mark a new phase in the "going global" strategy of China's foundation education for international students.

Strategic Guidance: Policies Leading High-Quality Development of Foundation Education
教育部国际合作与交流司原副司长、巡视员，中国-东盟教育交流周组委会原执行秘书长、"一带一路"人才培养校企联盟理事长刘宝利先生致开幕辞。他指出，来华留学预科教育是构建国际教育新格局、助力教育强国建设的重要基石。他围绕《教育强国建设规划纲要（2024-2035年）》提出的加强“留学中国”品牌建设等目标，强调预科教育对推动来华留学“提质增效”具有关键作用。他表示CCN联盟十年来坚持标准引领、质量为本，是响应国家战略、探索预科路径的生动缩影。预科教育“走出去”不仅是服务“一带一路”倡议的举措，更是落实教育强国纲要中“提升海外办学能力、加强全球人才培养”要求的具体实践。他希望联盟继续深化国际合作，共同构建开放、融合、共赢的全球预科教育生态，为培养知华友华的国际人才贡献力量。
Mr. Liu Baoli, former Deputy Director and Inspector of the Department of International Cooperation and Exchanges, Ministry of Education, former Executive Secretary of the China-ASEAN Education Cooperation Week Organizing Committee, and Chairman of the "Belt and Road" Talents Cultivation University-Enterprise Alliance, delivered the opening speech. He emphasized that foundation education for international students in China serves as a crucial cornerstone for building a new landscape in international education and supporting the construction of an education powerhouse. Focusing on the goal of strengthening the "Study in China" brand as outlined in the Education Powerhouse Construction Plan Outline (2024-2035), he highlighted the key role of foundation education in promoting the "quality and efficiency enhancement" of international student recruitment in China. Mr. Liu stated that CCN's decade-long commitment to standards and quality is a vivid reflection of responding to national strategies and exploring effective pathways for foundation education. The "going global" of foundation education is not only a measure serving the Belt and Road Initiative but also a concrete practice of implementing the requirements to "enhance overseas educational capabilities and strengthen global talent cultivation" as outlined in the Education Powerhouse Plan. He expressed his hope that CCN will continue to deepen international cooperation and jointly build an open, integrated, and mutually beneficial global foundation education ecosystem, contributing to the cultivation of international talents friendly to China.

University Insights: Leaders and Experts Share Wisdom on Foundation Education
天津大学二级教授、天津城建大学副校长、CCN学术委员会主任陈志华教授以“坚定不移走预科之路”为题作主旨发言。他指出，CCN十年发展是对国家“提质增效”号召的务实响应，预科教育是来华留学高质量发展的必由之路，也是服务教育强国建设的重要支撑。面对《教育强国建设规划纲要》实施与国家级学业水平测试（CSCA）落地的新机遇，CCN应坚持以“五个统一”为核心构建体系化预科路径，并推动项目对标升级，为“预科出海”筑牢质量根基。他倡议，未来应推动“标准共建”，研制全球校区学术运营框架，并深化“技术赋能”，利用智能平台实现规模化因材施教，共同构建开放共赢的预科教育生态。他强调，预科是来华留学人才大厦的“基础工程”，CCN应继续以严谨学术体系为“压舱石”，推动中国预科教育走向世界。
Professor Chen Zhihua, Chair Professor of Tianjin University, Vice President of Tianjin Chengjian University, and Director of the CCN Academic Committee, delivered a keynote speech titled "Resolutely Following the Path of Foundation Education." He pointed out that CCN's decade of development is a practical response to the national call for "quality and efficiency enhancement." Foundation education is essential for the high-quality development of international student recruitment in China and a vital support for building an education powerhouse. Facing new opportunities presented by the implementation of the Education Powerhouse Construction Plan Outline and the rollout of the national-level Chinese Scholastic Competency Assessment (CSCA), CCN should adhere to the "Five Unifications" as the core to build a systematic foundation education pathway, promote program upgrades and benchmarking, and solidify the quality foundation for "foundation education going global." He proposed that the future should focus on promoting "collaborative standard development" by creating a global campus academic operation framework and deepening "technology empowerment" through intelligent platforms for large-scale personalized teaching, jointly building an open and win-win foundation education ecosystem. He stressed that foundation education is the "foundational project" of the talent structure for studying in China, and CCN will continue to use its rigorous academic system as the "ballast stone," propelling Chinese foundation education onto the world stage.
天津大学国际教育学院院长李锵教授分享了"课程、师资、学生三位一体的成功模型”，系统介绍了天津大学通过“天大底蕴+CCN体系”双向赋能，打造具有示范意义的预科教育实践。学校依托二十年预科教育积淀，牵头制定全国预科教育标准，创建“ZERO模式”，并深度参与CCN培养方案与大纲研发，实现“公费+自费”师资共建与分层精准培养。十年来，累计培养来自22个国家近1000名自费预科生，构建了从标准建设到学生发展的全链条培育体系，为来华留学教育高质量发展提供了“天大样本”。
江苏大学海外教育学院院长吴鹏教授阐述了江大“三维赋能”特色预科体系。通过语言、专业、文化三线融合的创新教学，配合“课堂教学+实景应用”模式及精细化管理，学校构建了从扎实筑基到融通致远的培养路径，实现了育人规模与质量的双重提升。
Professor Li Qiang, Dean of the School of International Education at Tianjin University and Deputy Director of the CCN Academic Committee, shared the "trinity success model of curriculum, faculty, and students." He systematically introduced Tianjin University's exemplary foundation education practice, empowered by both "Tianjin University's heritage and the CCN system." Leveraging two decades of foundation education experience, the university led the development of national foundation education standards, created the "ZERO Model," and deeply participated in the R&D of CCN training plans and syllabi. This facilitated the joint development of faculty resources for both government-funded and self-funded programs and enabled tiered, precise cultivation. Over the past decade, the university has cultivated nearly 1,000 self-funded foundation students from 22 countries, establishing a comprehensive cultivation system spanning from standard-setting to student development, providing a "Tianjin University Model" for the high-quality development of international education in China.
Professor Wu Peng, Dean of the Overseas Education College at Jiangsu University and Deputy Director of the CCN Academic Committee, elaborated on Jiangsu University's distinctive "Three-Dimensional Empowerment" foundation education system. Through innovative teaching that integrates language, academic subjects, and culture, complemented by a "classroom teaching + real-world application" model and refined management, the university has constructed a cultivation pathway from solid foundation-building to integration and long-term development, achieving improvements in both the scale and quality of talent cultivation.

CCN副秘书长杨静思女士向大会作了《CCN预科出海报告》，系统梳理了联盟在俄罗斯、越南等市场，以及中亚、东南亚、欧洲等区域的战略布局。报告指出，CCN通过"标准输出+本土化教学+AI赋能"的创新模式，将中国预科教育的优质资源与海外市场需求深度融合，为来华留学预科教育的国际化提供了"中国方案"。报告强调，预科出海不仅是教育服务的输出，更是构建全球教育生态、服务中国企业"走出去"的重要支撑。
Ms. Sabrina Yang, Deputy Secretary-General of CCN, presented the "CCN Foundation Education Going Global Report" to the conference. She systematically outlined the CCN's strategic layout in markets such as Russia and Vietnam, as well as across broad regions including Central Asia, Southeast Asia, and Europe. The report indicated that CCN, through an innovative model of "standard export + localized teaching + AI empowerment," deeply integrates the high-quality resources of Chinese foundation education with overseas market demands, providing a "Chinese Solution" for the internationalization of foundation education for studying in China. The report emphasized that foundation education going global is not only the export of educational services but also crucial support for building a global education ecosystem and supporting Chinese enterprises in their global expansion.
CCN aiChinese爱汉语课程采用“线下互动式汉语课堂+课外AI个性化辅导”的双轨模式，CCN越南学术总监陈秋轩博士分享了该模式在越南的成功落地经验。越南FPT教育集团理工学院武志成校长表示，FPT教育集团是越南最大的民办教育集团，旗下拥有15万在校生，其中FPT理工学院在校生规模达4-5万人。他希望FPT能通过与CCN的合作，借助CCN的标准化预科教育体系和AI赋能教学模式，提升FPT国际化办学水平。莫斯科国立1501中学校长Tatyana Slovak女士指出，与CCN及中国顶尖高校的合作，将为俄罗斯优秀学生提供更多元的升学路径。
The CCN aiChinese course adopts a dual-track model of "offline interactive Chinese classroom + extracurricular AI personalized tutoring." Dr. Tran Thu Hien, CCN Academic Director (Vietnam), shared the successful implementation experience of this model in Vietnam. Dr. Vu Chi Thanh, President of FPT Polytechnic College (under the FPT Education Group), stated that FPT Education Group is Vietnam's largest private education group, with 150,000 current students, including 40,000-50,000 at FPT Polytechnic College. He expressed hope that through cooperation with CCN and leveraging CCN's standardized foundation education system and AI-powered teaching model, FPT can enhance its international education capabilities. Ms. Tatyana Slovak, State Budgetary Educational Institution “School No. 1501”, Moscow, noted that cooperation with CCN and top Chinese universities will provide Russian outstanding students with more diverse pathways for further education.

Launch of CCN G9 Project: Creating a New Paradigm for Cultivating Global STEM Elite Talents
本次年会期间，CCN G9全球理工精英人才项目正式启动。该项目由天津大学、哈尔滨工业大学等国内顶尖理工科高校联合发起，旨在聚合G9高校顶尖资源，打造"吸引-体验-选拔-培养"全链条人才培养新范式。作为该项目联席主席单位代表，哈尔滨工业大学国际教育学院副院长苏安第教授阐述了G9项目的使命与愿景：通过精准"吸引"播撒未来种子，利用大师课、学科挑战营等形式在全球范围内发现优秀人才；通过沉浸"体验"深度连接中国，为国际学生提供预科教育、汉语课程、G9暑期学校等多元化学习体验；通过科学"选拔"识别卓越潜质，举办"G9 Future Makers"学科竞赛；通过系统"培养"塑造领军英才，建立本硕博全链条培养体系。
During the annual conference, the CCN G9 Global STEM Elite Talents Project was officially launched. Initiated jointly by top domestic STEM universities such as Tianjin University and Harbin Institute of Technology, the project aims to integrate the premier resources of G9 universities to create a new paradigm for talent cultivation encompassing "attraction, experience, selection, and cultivation." Representing a co-chair unit of the project, Professor Su Andi, Vice Dean of the College of International Education at Harbin Institute of Technology, explained the mission and vision of the G9 Project: precisely "attracting" to sow seeds for the future, discovering outstanding talents worldwide through master classes, subject challenge camps, etc.; deeply "experiencing" China through immersion, providing international students with diverse learning experiences including foundation education, Chinese language courses, and G9 summer schools; scientifically "selecting" to identify exceptional potential by organizing the "G9 Future Makers" academic competition; and systematically "cultivating" to shape future leaders by establishing a comprehensive undergraduate-master-doctoral cultivation system.

Subsequently, the CCN G9 Project Strategic Cooperation Signing Ceremony was grandly held. Professor Li Qiang, Dean of the School of International Education at Tianjin University, signed a China-Russia G9 Cooperation Memorandum with Ms. Tatyana Slovak, Deputy Principal of State Budgetary Educational Institution “School No. 1501”, Moscow, Professor Su Andi, Vice Dean of the College of International Education at Harbin Institute of Technology, signed a CCN-UWC G9 Cooperation Memorandum with Ms. Roza Jeladyan, representative of UWC Dilijan. Ms. Wo Guocheng, Secretary-General of CCN, signed China-Vietnam CCN G9 Cooperation Memoranda with Dr. Vu Chi Thanh, President of FPT Polytechnic College, Vietnam, and the affiliated Foreign Language Specialised School under the University of Languages and International Studies, Vietnam National University, Hanoi.

Global Expansion: CCN Signs MOUs for the 2nd Batch of Overseas Foundation Centers and Partner Schools
CCN致力于构建全球校园网络（Global Campus Network），通过在全球范围内建立海外预科中心，将标准化的预科教育体系、优质的教学资源和创新的AI赋能教学模式输出到海外。本次年会见证了CCN第二批海外预科中心的合作签约。在与俄罗斯学校合作方面，CCN与莫斯科国立1501中学、莫斯科国立1500中学、圣彼得堡第67文理中学、霍罗舍夫斯卡亚学校等优质中学签署合作协议，积极促进预科教育在俄罗斯的发展。

继首批海外预科中心在越南顺利启动后，CCN再次与越南FPT理工学院、德威国际学校、欣蓝国际学校（北宁）签署合作协议，进一步推动预科教育在越南的本地化发展。此外，CCN与越南河内大学中文系、河内国家大学下属外国语大学签署"本土预科师资培养生态建设"项目，并与FPT理工学院签署"汉语言专业"2+2联合培养项目协议，积极拓宽与越南知名学校的合作。
Following the successful launch of the first batch of Overseas Foundation Centers in Vietnam, CCN further signed cooperation agreements with FPT Polytechnic College, Dewey K12 School, and Bac Ninh Singapore International School to promote the localized development of foundation education in Vietnam. Additionally, CCN signed a "Local Foundation Education Teacher Training Ecosystem Development" project with the Chinese Language Department of Hanoi University and the University of Languages and International Studies under Vietnam National University, Hanoi, and signed a "Chinese Language Studies" 2+2 joint cultivation program agreement with FPT Polytechnic College, actively broadening cooperation with renowned Vietnamese institutions.

The annual conference featured a special awards segment commemorating CCN's 10th anniversary, honoring teams and individuals who have contributed to the development of foundation education.
CCN IFP Center at Tianjin University, as the pioneer and leader of the CCN foundation system, was awarded the "CCN Special Achievement in Foundation Teaching Award."
CCN IFP Center at Jiangsu University, which has transformed mathematics teaching into a cross-cultural art, helping students from diverse linguistic backgrounds reach academic heights, received the "CCN Best Foundation Mathematics Teaching Award."
CCN IFP Center at Northwestern Polytechnical University, finding the optimal balance between rigorous teaching management and warm cultural integration, cultivating batches of outstanding foundation graduates, was granted the "CCN Best Foundation Teaching Award."
CCN IFP Center at Xi'an Shiyou University, demonstrating genuine care in the details of student management and wisdom in teaching innovation practice, won the "Best Foundation Teaching Management Award."
CCN IFP Center at Heilongjiang University, serving as the most resilient link in CCN's collaborative journey and the warmest guardian in Chinese language teaching, was awarded the "CCN Best Foundation Chinese Language Teaching Award."
Additionally, outstanding teachers and administrative staff from various foundation centers were invited on stage to receive individual awards.
本次年会下午场，主会场活动中，CCN大学合作与学术QA总监曹书阳女士作了题为《CCN国际预科培养体系建设分享》的主题报告，回顾了CCN十年来从54名学生起步到累计培养超过5000名国际学生的发展历程，系统介绍了CCN预科教育体系的核心要素、IFP 1.0到IFP 2.0的产品迭代，以及CCN预科教学实践持续探索的分层教学、双师教学、AI赋能"双轨"教学等创新模式。西安石油大学CCN预科中心毕业生李辰阳（乌兹别克斯坦）、江苏大学CCN预科中心毕业生燕林（俄罗斯）作为优秀毕业生代表分享了预科赋能成长的故事。西北工业大学CCN预科中心优秀预科专业汉语教师席静前老师展示了IFP学术汉语-数学专业汉语课，天津大学CCN预科中心优秀预科数学教师邓云老师展示了IFP数学课。CCN教学管理总监高原女士与智能化学习主管马莉女士分享了aiChinese爱汉语课程双轨教学模式。分会场活动中，CCN教学专家、天津大学国际教育学院预科系主任李晶老师为俄罗斯合作伙伴学校展示了aiChinese爱汉语互动式体验课，并带领俄方校长代表现场体验了SuperCampus App的AI个性化辅导功能。
In the main session following the awards, Ms. Cao Shuyang, CCN University Cooperation and Academic QA Director, delivered a keynote report titled "Sharing the Development of CCN International Foundation Program System." She reviewed CCN's decade-long journey from its start with 54 students to the cumulative cultivation of over 5,000 international students, systematically introduced the core elements of the CCN foundation education system, the product iteration from IFP 1.0 to IFP 2.0, and innovative models continuously explored in CCN teaching practice such as tiered teaching, dual-teacher instruction, and AI-empowered "dual-track" teaching. Mr. Khonkhujaev Asilbek Ulugbekovich (Li Chenyang, Uzbekistan), a graduate from CCN IFP Center at Xi'an Shiyou University, and Ms. Tvorishchenko Polina (Yan Lin, Russia), a graduate from CCN IFP Center at Jiangsu University, shared their stories of growth empowered by the foundation program. Ms. Xi Jingqian, an outstanding foundation subject-specific Chinese language teacher from CCN IFP Center at Northwestern Polytechnical University, demonstrated an IFP Academic Chinese - Mathematics lesson, while Ms. Deng Yun, an outstanding foundation mathematics teacher from CCN IFP Center at Tianjin University, demonstrated an IFP Mathematics lesson. Ms. Gao Yuan, CCN Teaching Management Director, and Ms. Ma Li, CCN Manager of Smart Learning, shared the dual-track teaching mode of the aiChinese "Love Chinese" course. In a parallel session, CCN teaching expert Ms. Li Jing, Director of the Foundation Education Department at CCN IFP Center at Tianjin University , demonstrated an interactive aiChinese "Love Chinese" experience class for Russian partner schools and led the Russian principals' representatives in a live experience of the SuperCampus App's AI personalized tutoring function.
